My companion isn't where he's supposed to be

I'm working on a companion mod. I completed every aspect of the making of one (AI packages, dialogue etc.), besides voicing, and have placed him in the world, more specifically, Goodsprings Cemetary, but when I start the game, he isn't there. Could this be caused by a merged patch? I merged two mods - my companion mod and a dreadlocks mod.

I've had new NPCs fail to show up for two reasons. 1) I had "initially disabled" selected in their REF, and then messed up (or forgot) the code to enable them when the event that was supposed to make them appear occurred. 2) I've had their AI packages in the wrong order, or the conditions on the AI packages were wrong, so they were off sandboxing or patrolling in another area instead of waiting for the player where they were supposed to.
