A Bank fits absolutly not to Fallout3 these kinds of attitudes do nothing for the modding community. Shame on you and as a matter of fact, if you look at history, whenever a dominant civilization attempts to colonize a hostile area (ie. romans colonizing, europeans settling the 'savages' of the americas), the authoritarian civilization asserts itself in steps. First would be military security (ie. sending in the enclave troops en masse to secure and patrol the lands), after that communities would be setup, if they are already setup previous, military attachments would secure and rule these locations. After the security issue is done with, monetary stability would be the next thing to introduce, since expanded commerce soon follows. It would be in the enclaves best interest to introduce a new monetary system, one which they control, and do away with petty bottlecaps.They would enforce it with military rule.Whenever a civilization is conquered their currency is done away with quickly and replaced by one regulated by the dominating force.
