Unreliable Allies in GECK

I've created a custom faction including custom NPCs in the GECK. The faction is neutral to the player. I've set each NPC to "foolhardy" and "helps allies", but in game when I attack one, the rest scatter and flee, leaving the NPC to his fate. Mind you, all of these people are heavily armed and could easily overwhelm me. Could someone tell me how to fix this, so that they aid each other?

Sounds like an odd question, but have you added your newly created faction as it's own ally? Take a look at the factions from the vanilla game and you'll see what I mean.
