I thought (s)he meant something like in the picture.

 

It is all possible and you could say she's a mutant as to not ruin the immersion.

 

I'll probably do this over the summer, I'll create a new race for it as well as a side quest called the Splicer.

Curse you and your capacity to give me inspiration. If you still want it, then say so, but if you just want the stuff above, then don't bother me.

 

Doesn't seem like the rappelling hook would work though
