It would take a HUGE amount of time to voice every line of dialogue in the entire game, and you've got to appreciate that skilled voice actors are hard to come by, especially one (and it would have to be one otherwise there would be continuity errors) that can do a good voice for every race. I know a little of this, as I have several mods in waiting due to not being able to find a voice actor that meets my mods needs (in particular a good Khajiit). Also bear in mind most voice actors work for modders for free, as very few modders recieve donations, Bethesda paid their voice actors for their work, they even won awards, having a dovahkin voice for all races would be like having an unpaid voice actor do more work then all the other voice actors for the game put together. One alternative could be to use a speech generator, but the Dovahkiin would sound like Microsoft Sam. Just my opinion, it may well be more feasible than I thought, nothing is impossible! Anyways your not the first person to suggest it, but its probably impossible to truly complete.
