Character and the NPC's Bug/Glitch

I've been dealing with a strange bug that had been going on since last week, a bug that just appeared out of nowhere and since has been causing a headache for myself and I have little idea of what could be causing this problem.

 

The first issue happens is that whenever I exit out of the menu, my character will do a short hop before resetting. This happens in both the inventory when changing outfits, the settings, and even the console command window.

 

The other issue relates to the NPC's as when I move their dead bodies around their ragdoll physics start to jitter and move on their own.

 

I have no idea what could be the problem as I've tried everything I can think of to fix it, the only mod's I've downloaded recently were nothing but textures, I feel it may have something to do with the skeletons as I do have XP32, but I feel that isn't possible as I get no error message when the game boots up.

How many .esp files are there, >600? I have seen discussion of there being some sort of undocumented limit to the number that can be in your data folder w/o problems (512, i think). Could just be a bug from a heavy LO. I assume that you are using the Engine Fixes mod, or something similar?
