About installing/uninstalling various mods

I have a simple question to better my understanding on how mods affect saved games,

If I understand correctly installing/uninstalling mods that have a purely visual enhancement effect such as "Pure Waters" or "2k Textures" , "Static Mesh Improvement Mod", doesn't require for a new game to be started to be sure it's going to be stable and clean right?

Only mods that directly affect game play, quest lines, items, perk trees and so on require a new game?

I have to clarify because right now I'm sitting on my soon to be replaced 7 year old computer and I want to start a new game with just the game play mods active and when I get the new computer add the graphic enhancement mods on top of them, is there any way that could ruin my save files or malfunction in any way?

Its mainly mods which contain scripts is what causes save game issues after uninstalling. some also cause save game bloat which means your save game becomes really big over time and saving your game takes longer and longer each time...

Anyways, before uninstalling a mod that is not a texture or mesh mod, visit the mod description page. The mod auther nearly always tells you how to specifically uninstall the mod to avoid save game issues.

Personally, I use nexus mod manager. It ensures that mods are uninstalled correctly so you dont have any loose files hanging around in the data folder that shouldnt be there.
