Harpoon Launcher? Possible?

I was thinking "Why not have a harpoon gun/luancher/thingy in Fallout 3?". So I check on Nexus, but I could not find anything. It would be extremely cool to have one of these ingame. I was thinking along the lines of a cross between these two pics:

Gun

and

Turret

 

If it's possible, it should have an option to have a rope attatched to the harpoon so the player can pull the enemy in closer for a melee swing... but that might be too much for a modder at first!

 

If anyone can make something like this, major props!
