Perk Tree Skill-Level Amount Disconnected from In-Game Skill Meter?

We just noticed that in our Skyrim SE's character's Skill Trees, our Conjuration is 100 with all Perks.

 

But in game, when we raise a spell, the menu shows only 99. So we can't fire certain Conjuration spells requiring level 100.

 

Has anyone seen this or solved it? We also notice that the meter bar in the Perk-Tree view is empty, and not filled as in 100-levels for other skills.
