I am having a hard time remembering if there was a way to link all the settlement resources together into a singular pool that they all draw from. I could have sworn that back in the day there was a mod that did this, but i am unable to find it.

 

is there something like that?

? By default the game lets you set up supply lines between settlements, linking the resources into 1 pool.

 

Go to a settlement and enter "build mode", (press and hold 'V'), select a settler, select "Supply line" (Q) and then select a target settlement. Connect all your settlements this way and you will have the equivalent of just "1" resource pool.

There is a mod that adds caravan bots that does this for you when you create a bot in the settlement then assign it to a supply line. just connects two settlements at a time, but can have multiple caravans going from one city to different cities.
