LE Selected perks for all the NPCs?

Hello,

I'd like to request an mod that adds specific (chosen) perks to all the humanoid npcs so that if I choose savage strikes (for example), every human / elf npc gets it.

It would be best if it was in form of a reproccer patcher to make it compatible with perk overhauls and killmove mods

but I think it could be hard though.

I personally have no experience in making own mods for skyrim, probably because CK doesn't work well for me (crashes too often).
