Spells not appearing

I've made some simple spells, and added them to Raminus Polis' spell list. When I go to the Arcane University and browse his spell selection though, the spells are not there. I tried to add them directly using the form ID but the console says it cannot be found. It seems as though they don't exist, but I've checked numerous times and can't find the problem. I've made sure the esp is checked, and unchecked all other mods. I'm a novice at modding, so any hep would be appreciated.

What types of spells are they (i.e. normal spells, Lesser Power spells, Greater Power spells, etc.)? The reason I ask is that NPCs can't sell Lesser or Greater Power type spells.
