I always kill him as well and have still had hitmen hired by "B" in games where I killed him without even leaving the bar after he makes his offer. If you disarm the bomb, he disappears from Megaton altogether. In fact, that's your only chance to kill him, as he doesn't seem to go back to Tenpenny Tower after you disarm the bomb. Since I presume he's the one who's meant to kill Simms he sort of has to be around Megaton at some point after the bomb gets defused. Well I say he sort of has to be, for the sake of story continuity, it's quite possible Simms just gets popped by a script with Burke safely out of the game.
