The Nightmare That is Worldspace Editing

Greetings, FO3 Modding Community!!

I have been attempting to create a new world space for a plugin I've been working on. And after an entire days worth of problems, I'm about ready to faithfully recreate the fax machine beat-down scene from office space on my computer.

But more to the point - my problem is that for some odd reason after creating a new world space and loading it up in the render window, the water shows through any and all parts of the terrain mesh, regardless of whether the default land height is set to a value above or below that of the default water. (And yes, I have had a chance to look through the wiki and forums here and the values are both well above 10500.0000, actually somewhere close to 15000.)

In fact, this occurs with 100% certainty for every world space that I create. I've tried various tweaks on all levels: changed render window settings, uninstalled/reinstalled both FO3 and the Geck, tried numerous values for nearly all the world space properties, etc. If anyone could provide some input on whether this is due to something set incorrectly on my part, or if it's some technical-related to the Geck itself, and a possible workaround/fix, I'd be grateful.

Here's a screenshot for a test I did just now taken directly from the render window to show you what I'm talking about:

Ok, what you maybe not yet tested... place a object in your worldspace. After doing so, the water should blend your eyes no more. Use a static Object as center for your work and move it always with you, when you start to work somewhere else. This should make everything a lot of easier.
