Odd pixel grain on textures.

I think the screenshots speak for themselves, I have this odd pixel effect on all my textures, as if there was a pixel grain effect over all of them.

 

This one shows the issue over the entire wall.

This one shows it pretty hard on the vertical wall piece and Nora's neck.

Does anyone have any idea what could be causing this? This persists even after I remove all Enbs and Reshade. This is also a newly installed game that I'm still working on before playing in earnest. The fact that it's effecting both player models and environment textures alike suggests it's not an issue with either but some general overlay. I'm running a 5900x, RTX 3090, 64 bits of ram, stored on an M.2 SSD. I'm also playing on a 4k monitor but at 1440p resolution.

None of these are meant to be set in stone, just experimenting to see what works.

In has nothing to do with mods. It's the godray settings and Bethesda's terrible settings that never stick.

 

I've been trying to solve the same problem for the last 3 weeks and it's been driving me nuts--even with vanilla. I've searched and searched the internet for suggestions and none of them worked for me. In fact, I found this thread after searching this forum for answers.

 

Anyways, I think I finally got it work tonight so maybe it might help you too. Here's what I did; I basically took advice from this video and combined it with other changes before it worked for me.

 

Step1) Navigate to the fallout 4 folder under "My documents" and right-click to it and select "properties" and uncheck "read-only"

 

 

C:\Users\[name]\Documents\My Games\Fallout 4

Step 2) First I deleted all of the INI files in my documents, as seen below.

Step 3) Go to the game installation folder and use the default game launcher to start the game. You should get a popup saying something along the lines of "the settings have been set for you based on your equipment" (Probably low ---I'm paraphrasing but I'm sure you get what I mean). Click on "OPTIONS" and select "LOW". Then go to "Advanced" and turn off "GodRays Quality" then click "OK".

Step 4) Click PLAY to start the game from the launcher.

 

 

 

Step 5) Start a NEW GAME from the main menu! Dont worry your old saves will be fine to still use later on when we're done. We just want the game to repopulate the setting files back into 'my documents' that we deleted earlier on during step 2 so that we can change them later on. And no, the game probably wont load or it will crash during load since you have mods installed and that's okay too. Just use CTRL+ALT+DELETE to open task manager and right-click to close the game from there.

 

 

 

Step 6) Go to the game installation folder again and start the game again using the fallout4.exe (NOT the launcher). Yeah I know, but hey, this is Bethesda's doing.

Step 7) Click on "OPTIONS" and MANUALLY set them to ultra. DO NOT use the presets. Set each individual setting to ULTRA. It's annoying, yes, but blame bethesda.

 

Step 8) Start the game and load the same save you created with the launcher and you should see the ugly pixelated is gone.

Step 9) Exit the game and load your OLD save with mods.

 

 

Hope this helps for you and others who may stumble upon this thread later on.
