magicka won't regenerate all of a sudden

EDIT: not a problem anymore. apparently the way to fix it is to give up, eat dinner, come back, load oblivion without any mods and apply them all again. for whatever reason, this worked.

but, i'll leave the original text of my post anyway:

---------------------------------------------------------------

"i'm sure you guys have heard ones like this before but all of a sudden my magicka stopped regenerating. sometime between leaving the sewers tutorial (it was fine in the sewers) and going to the arena (just about the first thing i did after that).

i'm not under the atronach sign and i have no diseases. i have no negative spell effects on me. resting and sleeping do nothing but potions work. (and the church altars do nothing)

i don't even know if it's a mod problem but if i go and load my save from the tutorial, my magicka there stops regen too. so something weird changed.

a fairly full account of what i did is:

sewer turorial

leave sewers (magicka working)

head toward imperial city

fight some rats on the way (magicka still regen-ing)

sell some stuff and try the persuasion overhaul

watch those arena guys fight for skill+

fight in the arena once. my magicka stopped here.

try loading a save from the sewers. magicka still not working.

the mods i have on are:

Unofficial mod

OOO

MMM

Forestheart

Elven Weaponry

Villages

Imperial Library

Bank mod

Improved Signs

Shivering Isles

streamline

nGCD

Ren's Guard Overhaul

Quest Award leveller

Persuasion Overhaul

in that load order

would reinstalling any of these be likely to fix this? otherwise i'll probably try messing around a bit more, then if it all fails do a clean install since i just started the game. alternatively, if anyone can recommend a mod that would probably overwrite whatever problem arose or make it otherwise a non-issue, please do! thanks"
