Regulation.bin edit

Hi, im editing my regulation, mostly giving some cool armors more poise and stuff.

My question is: If i buff a piece of gear that a npc also uses, will that be buffed as well? or just the player one?

for exemple:

If i give raging wolf chest 1k poise, will Vargram's chest also have 1k poise? or the edit only apply to the player's version?

or hand of malenia katana, if i give it lets say 100 crit, will the npc version also have that crit?
