CasperTheLich Posted September 28, 2013 Posted September 28, 2013 i'm at the end of message to whiterun (imperial) and cipius does give me the proper dialogue, however it doesn't change the quest state. message to whiterun remains active, it still states report to cipius, and the battle for whiterun doesn't start. anyone have any ideas?
