XCOM EU A few requests

Although this will probably require significant scripting changes i figured i would throw it in to the pile.

1) Soldiers still gain experience for kills even though the mission was failed.

2) Soldiers could return reaction fire through squad-site. In other words if a sniper is on overwatch and a alien moves into a soldiers view that just happens to be in the killing range of the sniper he'll then react fire on the target.
