porting prone mod from new vegas(or something similar)

Hello,

Is it possible to port this mod : " https://www.nexusmods.com/newvegas/mods/49491?tab=description " into FO4 ? or at least implementing an equivalent to it? i know there is Tactical Action Expansion Package, but it only works with some modded weapons and i don't reallly care about new anims, sliding, rolling and whatever, just need prone action to RP sniping.
