Cannot Download files

Ive been trying to download files to add mods manually but they keep getting deleted because they have viruses, im sure that they don't have viruses but my computer is being a little over zealous. I have Kaspersky but its not whats deleting the files, im pretty sure its windows defender but I cant access it. Any ideas?
