Wierd flickering texture issue (with video)

Hey everyone! I'm having a weird issue with textures flickering whenever things move, especially character models, though it looks like it may be with everything period. It appears as if the same texture overlaps badly with itself. Here's a video, you can see it happening pretty well with Ralof's armor when he says "Were all brothers and sisters...", towards 34 seconds. Looks like it also happens with the cart.

 

 

Does anyone has any idea what this is, and how to fix it? I'm using MO2, all DLCs, LOOT and Tes5Edit.

CPU: AMD Ryzen 7 2700X Eight-Core Processor 3.70 GHz

Graphics card: NVIDIA Geforce RTX 2070

If this is Skyrim LE, commonly called "Oldrim" then it is probably refresh rate. Skyrim LE cannot do more than 60hz without having issues like this, carts and animals bobbing about and the intro movie sequence to Helgan will have all kinds of mayhem.
