Your save games should be in My Documents/My Games/Oblivion.

Here you will find your game configuration settings file (ini).

If you have not yet saved a game there may be no save folder. Just

create one and put your downloaded save game in that.

Also - be sure that if the save game you downloaded is based on a mod

that you have also installed the mod that it goes with.

There are save games that work with vanilla as well. So if it does not

specify a mod name you should be O.K.

I gather you are getting into the character creation screen after clicking on New.

If so then you have to enter a character name. to go on, but first do all your

face, hair etc. changes. Then fill in your character name and click done.

Are you using one of the alternate start mods?

Using the normal start, In order to create a new character, you must 'Start A New Game' The first thing - it took me a few minutes to figure it out is to name the character.

It's always a good idea to make a series of saves - first in the cell before you do anything, second just before you choose your class, and another just before you exit the sewer - that is the last chance you get to make some changes to your character.
