CTD when press ENTER new game, new install, no mods

Hi, I'm having an issue that causes skyrim to crash when pressing ENTER for a new game

 

my current computer setting is i5-11400f / gtx 1650 / 16g ram / about 400gb ssd

steam is installed in C:\Program Files (x86)\Steam and skyrim is in D:\SteamLibrary\steamapps\common\Skyrim Special Edition

 

I ran the downgrade patch(full version) so skyrim is in SE version 1.5.97, have the 3dlcs, have skse 2.0.20, and I am using MO2(D:\Modding\MO2)

 

I currently have no mods installed

 

I got this problem after deleting sse from my c drive as well as all the mods and vortex to start on a new ssd.

Before installing I deleted the remaining files in C:\Program Files(x86)\Steam\steamapps\common, deleted the saves and ini files in My Documents, deleted Skyrim SE files in appData, then installed it to my d drive. I tried running on admin, ran launcher first then MO2 SKSE, verified game caches, tried running on AE version, tried Bethini, still getting the crash.

 

Other noticeable things are that the game starts with a window that is a bit to the right, there is no empire dragon symbol and fog in the main menu.
