[Mod Request] One deco gives max level skill

Hello, could it be possible to create a mod that, as the title suggests, would allow you to only need one deco in order to get the full level of the skill that it gives ? For example one attack boost deco would give you max level attack boost, instead of having to slot 7 to get max level. There is a mod that does exactly that for Monster Hunter World witch you can check here if my explanation is insufficient. If it is not possible could you point me in the direction of where I would have to look in order to learn to do it myself ?
