Performance problem

Hello all , before i start , i may describe everything i got in hardware for better support.

 

CPU : Intel pentium 4 3Ghz

RAM : 2,5 Go : 2 card of 256 mb , 2 of 1 gb

Graphic card : nvidia GeForce 9500 GT 512mb

sound card : Sound blaster x-fi

OS : Windows Xp SP3

 

My problem is : when i play fallout 3 , sometimes the screen is algging for 1 -2 sec and after its continue. When i play with both enclave commander ( about 10 soldiers ) and mmmf Increased increased monster + mmmf respawn mod , i got big performance problem like :

 

-Game crashing

-Lact of performance

-Fps under 20 almost all the time

 

And even if these mod are desactivate , i,ve still some small problem of performance , with every game , not only fallout 3.

 

Any suggestion to stop at least the performance problem in fallout 3 ?

 

p.s : my graphic are setted to medium... But my graphic card is able to handle ultra , but the game is still crashing.
