Algabar
Endless loading screens before you can even load a game are usually caused by plugins, that rely on SKSE. Usually, something doesn't match: Plugins made for a different version of SKSE, version of SKSE not matching game version. Something like that. Problem is: If you really have the versions you said of SKSE, address library, SSE engine fixes and so on, I don't see anything, that could cause the issue. The only thing you could do is double and triple check, that you have the correct versions of SKSE and anything relying on it - and that you have all requirements for all your mods installed. Also have Steam "verify game cache" - just in case you have corrupted / damaged game files. Just for comparison, you could also test, how the game runs without mods. Other than that - no idea, sorry. If verything else fails, you can go back to the old troubleshooting method of disabling mods one by one, until you find the culprit. EDIT: After thinking about it some more, I came up with two things that might be worth checking: 1. SSE Engine fixes: Did you install "part 2" (the plugin loader) correctly? It has to be installked manually directly to the game folder (the one, where your Skyrimse.exe is).2. Check your Skyrim SE folder for remnants of older versions of SKSE. Especially look for its .dll. There are SKSE .dll files named after the version of the game they were made for. The current one is skse64_1_6_353.dll. If you have such a .dll file from a previous version (e.g. skse64_1_5_97.dll), delete it. Otherwise SKSE won't run correctly.
