Herbert Lelles will not do business

Having played vanilla for a while, I started adding mods. After much frustration I have managed to get my old save games working but now early on in a new game I have found that Herbert Lelles of Anvil has stopped buying and selling. He did at first but now walks away from me when I enter his shop and the trading option is missing.

Does anyone have the slightest idea as to what is wrong? - Load order as follows

Ho hum --- whenever I post a problem on a forum, I seem to find the solution straight off.

Simple, you can't trade with the guy in the middle of his shop quest/contract.
