As I understand it, Fallout 3 locks an area's difficulty to the level your character first visits it at. The enemies respawning in that area from that point onward do not scale with your advancing level like they did with Oblivion. Example: Player visits the wasteland area around Arefu at Level 3. The Player comes back to the same area around Level 16 and wants to fight Mirelurk Hunters/King instead of the local Mirelurk (because the area is locked at lvl 3).
