I looked around for a mod that could achieve this, and at one point I heard about an armor-increasing enchantment somewhere but was never able to find it. There should still be a cap on the max armor level, maybe at the highest possible value offered by that tree (I think that would be dragonbone and dragonscale?). It should also be really expensive or at least relatively difficult to do, as to not break the game too much. It could be a perk in smithing, at the very end of the tree, to allow the player to upgrade further using dragon scales or dragon bones instead of the materials it would have originally taken. Or you could go Morrowind on it by paying a blacksmith to upgrade the armors for you, depending on the price and materials given to upgrade with. I recently saw a mod request about having blacksmiths craft things for you, and I think that kind of mechanic could work well in this case. I would be interested in making it myself if I had any idea how to go about doing so, but even with programming experience I have no idea how to use the creation kit. I know taking mod requests is kind of dead nowadays, but if anyone would be willing, it would be much appreciated. The way to upgrade armor value beyond what normal smithing perks allow is to use the enchantment 'fortify smithing' on rings, necklaces, armor pieces and using a fortify smithing potion (or even have the notched pickaxe equipped for an extra little boost). If that's still not enough to upgrade it as much as you want there are mods which add items with over powered fortify smithing enchantments or the way I do it is enchant armor pieces from mods which have multiple pieces (brokefoots mashup compilation for example) that way you can control the enchantments percentage increase by equipping as many pieces to reach the desired amount.
