Making a weapon mod with ammo from a different mod

I am trying to make a mod that uses assets (mainly ammunition) from another mod. I load up Creation Kit with my original mod checked as a plug-in, and my new mod as the active file. Both mods appear in the CK, but when I try to add the ammo from the og mod to the new mod the number of users for the ammo does not change. Then when I load the game the new mod does not recognize the modded ammunition, and will crash among attempting to fire. (Original mod is also of my own creation)
