i have added a few mods to oblivion and now i can't change the hair on my characters what would be the easiest way of fixing the problem without reinstalling the game

Deselect all mods (except things like the UOP and it's like), start a new game, make sure it works right. If it works right, study your load order and add the mods back until you find the problem child.

If you're using a lot of mods, look into the utilities such as BOSS or OBMM.

I've encountered this problem in my Oblivion savegames and noticed it's random occurance, whenever you start up the the game and decide to start up a new save.(Likely caused by using a multitude of race/hair/eye mods.) The easiest solution is to simply finish up your face etc. Then after that you close up the menu, open the console and type "showracemenu" without the quotes, this for some reason eliminates the problem, allows you to change your hairstyle & eye color and at the current time is the only workaround for the problem apart from de-activating your mods.

Well, when it's at the start of a new game, it doesn't matter as all the stats/skills will still be the same. What BD meant was, if you use it after choosing your class/birthsign and are later on in the game, you need to do the changes and save, without closing the console or pressing done, unless you want your skills/attributes to reset. If you close the console, saving becomes impossible until you hit done.
