Strange non-solid layers above landscapes

This ismy first post, sorry for telling problems for it.

I can't really imagine a keyword to do a search for my problem, so please forgive me

This is my problem:

I recently updated to patch 1.2.0.426 (I've just recently bought Oblivion). From the net I gathered some info about oblivion.ini tweaking to improve the game. I did a few, such as removing the first videos, enable multi-threading, and enable pixel shader 3.0 (my VGA is GeForce 7200 GS, it supports v 3.0 I believe)

Before I installed the patch, the graphics are fine. However, after I applied the patch, I didn't play it straightforward, I installed the "Operation optimization" mod, since it says it improves framerate at almost no graphics quality decrease

The problem started to pop out: above the landscapes (to be precise, on a land with many curves, for example near Aleswell, or on the road to Cloud Ruler Temple) appeared a layer of land, with hazy texture so that I can't see what it actually is. I thought it's the textures, but it's not, as below them the real landscape is still there, with no problem at all. Also, it's not solid. You can move through it, that's why I can see what's below it.

The real problem starts when those layers are not below my feet, sometimes it's just around the ankles, but at other places it is above my head (and can be seen from higher places). It's not that big of a deal, but it hides the road from my sight

I thought it's because of the mod, so I uninstalled it, and it's still there

I thought it's about the pixelshader thing, so I changed it back to the real shaderpackage (I was using the shaderpackage 19 instead of 4. I read that it's the package I should use to force Oblivion to actually use pixelshader 3.0).

It's still there, and now I stopped playing Oblivion for a while. Is there a solution to this problem? As a note, I have only installed one mod: Operation Optimization mod, and nothing else

If there's any information you need regarding this problem that I haven't told you yet, let me know and I'll try my best to get them for you

Try renaming the Oblivion.ini file, (the one in documents\mygames\oblivion file) and let oblivion redetect your hardware. Make your video settings, then start a new game and save it.
