Weird Gray color/fog looking bug and Game crashes on exit

Every couple minutes everything gets a grayish tint to it, like it all of a sudden got foggy and Im pretty sure it only happens when Im outside. Also whenever I quit Oblivion it says the game has stopped working and I have to end task and maybe every couple hours will crash or a lot of the textures will turn black then crash. Here is my load order and pc specs. Ive attached some before and after photos for the gray bug.
