59 fps or 64 fps?

Which should I lock the game to? I've always locked it to 59 fps and the game runs ok but kinda skips frames when going through cells. Recently tho I've been seeing comments or topics that this game should run at 64 fps, but I see no noticeable difference in performance or anything when I try it myself. I'm also using NVTF.
