CTD on loading screen

Hello, I haven't played skyrim for a while and now I'm having 2 issues with the game:

1. Settings do nothing. I can change them and they get saved between launches, but ingame nothing changes, each time it starts in a window(border). Tried running as admin and cleared game files, reinstalled the game, etc.

2. The game always crashes moments later after loading screen shows up. In fact it does that no matter the version of the game: I tried 1.6, 1.5, with or without skse and/or MO in every combination.

The only version of the game that does work is classic skyrim, but... it opens in 640*480 window and at the start of new game physics engine makes me fly out of the map in a cart rotating and nothing happens then(waited for a while).

Things I did(some according to bethesda support):

Resetting video settings

Clearing folder in Documents

Playing offline

Resetting steam launch options

Checking files integrity

Reinstalling the game

Creating rules in Firewall

Disabling XBox recording

Windows Clean Boot

Updating graphic drivers

Updating directX

Updating redist

Checking read-only of every file
