I assume ballowconsole in the .ini is set to 1

Here's a link to a Microsoft article that is specific to your problem: Linky

Good luck, this problem has been a pain for many vista users.

ballowconsole? whats that and what do i need to do?

In the Oblivion.ini file located in ...\documents\mygames\oblivion folder

Locate the line "bAllowConsole=1", if it's not set to 1, you cannot access the console commands

That link is to Microsofts Knowelgebase article on certain keyboard issues.

Almost always not being able to access the console is aresult of a keyboard mapping error.

Use Control Panel and device manager to find out what your keyboard driver is. If it's "Standard PS2 Keyboard" and you have a pretty standard keyboard, you may have to reinstall the keyboard driver.

If you have, for example, a media keyboard, you may have to change to 101/102 key drivers.

Good luck

Vista has 'special' keyboard drivers for mult-media keyboards that remap the tilde key for console access and oblivion's screencapture function.

Try deleting Microsoft eHome Infrared Transceiver (in Control Panel\Device Manager\Human Interface Devices)

Alternatively, you can you use a conventional "PS-2", 101/102 Key keyboard and drivers. It all depends on what features are most important to you.

Besides the Microsoft link I gave you, here's another link to a Fallout WIKI (Oblivion & Fallout use the same game engine)

Wiki Link

Sorry I can't give you a one line recipe for a cure, however you have run into a fundamental issue with respect to the primary use of the computer, ie Multi-Media vs. Games, vs. plain old non-specialized computer :(

For some reason beyond my comprehension, Microsoft decided to disable the tilde key (~) when they have infrared turned on. Om most desktop computers this is not a problem because they don't have IR capability. However, for laptops and media center desktops, as well as those desktops that do have an infrared receiver/transmitter it is a nuisance.

On the media center PC, the simplest fix is to unplug the IR from the PC. The tilde immediately returns to use.

On those with an IR that can not be simply unplugged, you will need to go into the control panel to disable IR.

On an XP system: Vista will be similar

Start>Settings>Control Panel

click on 'System' then the Hardware tab, then the 'Device Manager'

Find the infrared port

Under the section labeled 'Device usage' select 'Do not use this Device (disable)'

Click on the OK below it.

A red x should appear over the IR port on the list of devices.

Of course, this will make anything that relies on the IR no longer function until you change it back.
