A town/settlement mod for east of vegas

I always thought the area east of vegas (with the medical clinic, and crimson caravn, and far right of the gun runners) would be a pretty nice location for a large settlement. I know it would be pretty close to Freeside, but it would kinda make the area feel less desolate, and could fit in fairly well with Westside and Freeside. a little back story could be that westside is for the poorest, freeside is kinda in the middle and the new settlement(hell, you could even call it eastside) can be for the slightly more well off citizens. I think the area to the immediate right of the clinic could be made into a town hall/ town centre, and then the road in front of it with some of those destroyed buildings can be made into a high street type place with all the shops and vendors. to add some color, maybe throw in some interesting characters and maybe some short quests to spice it up and make the place fell like it has a reason to be there. this can include stuff like unique vending items, or certain people who give you rewards for different items(like how in fallout 3, you could give the outcasts technology in return for ammo and stims, you could give that guy in megaton scrap metal for good caps and other stuff like that.)

 

Unfortunately, I have only the most basic grasp and concept of new Vegas modding, and there isn't a hope in hell i would be able to make this mod myself anytime soon. This is more just me sharing my thoughts and seeing what you guys think of it.

North from the Cliniic and Crimson Caravan, there actually suppose to be another settlement called "Underpass." However it was cut from the game. A little more info here:

So a new settlement would be technically lore friendly if it's in that northern area and is called "Underpass".

 

However, your proposed location wouldn't be a good choice since it conflicts with the New Vegas Bounties I and II mods which have events near those areas. In addition, the slightly more well-off citizens would probably located farther south where Orion Moreno, the Gunrunner dude, and Hostetlers live or actually in West Side or the Vegas Strip itself due to the far better protection.;

the area around where the hostetlers live was what I was trying to describe :D . And I mean the conflists with NV bounties ais a good point, but thinking ahead a lot here, it's likely there would be compatibility patches, and there are always people who don't use NVB.
