Help creating 2 mods

So, i want to make mods that i couldn't find

 

1- A power that makes the game go slowmotion for some time

 

2- When you sneak attack someone with hand-to-hand, you paralize the person instead of only dealing times X damage

 

i'm used to making simple mods like adding a new spell using the Construction Set, but never made mods using scripts or anything too complicated...

 

so, any help with these mods? :thanks:

Anyway, I've looked up on the slowmotion but to be honest, I've got nothing.

I've read tutorials, comand list and a bunch of other things and actually learned a thing or two about scripts, however, nothing useful for this mod...

Can somebody give me some tips? Beacuse I'm begining to think it isn't possible :wallbash:

I'm not sure if this helps but I did see a bullet time re:max payne, mod on the nexus...
