Making a texture can it be done on Vista?

Well I really want to make a new nightsky texture using 6000x2906 image. I followed the link to this page which tells me what I need. I do everything it says and try to convert a the PSD image to DDS and I get this message. How do I make it work?

Nothing to do with Vista-

 

The power of 2 part means that your texture has to be even in size.

ie - 1024X1024, not 1024x1022. OR something like 512x1024.

Correct this in Photoshop. In the Gimp it's called -scale image
