What mod is this grass mesh/texture from?

Here's a shot from Nevada Skies URWLified... from almost two years ago:

It's the bottom of the screen that interests me. Here we see some very detailed bushes - certainly moreso than vanilla. You can see that individual twigs even have their own mesh strands (note the sharp corners in the bend of the twigs at the top of the middle bushes). Considering the age of this screenshot, I was taking it for granted that there was some well-known mod out there that everyone interested in better foliage was using. Eventually I decided that it must be the Wasteland Flora Overhaul. Well the day finally came when it was time for me to stop working on mods and start installing them. I got to the WFOverhaul and discovered that it doesn't actually do anything at all with grass, or with these particular bushes. It was meant to add trees.

 

So now I'm at a loss. Whatever resource includes those bushes doesn't seem to be on Nexus. My ultimate goal is to achieve a look sort of like what can be seen in this FO3 screenshot from the Midhrastic mod link: http://static2.nexusmods.com/120/mods/120/images/18107-1-1369632070.jpg. It won't be happening with vanilla meshes and textures, though.
