Make the grey market entirely supply and demand, where prices rise over time, and lower when you sell to them. It could be used to dump large numbers of corpses, but for little money. It'd also get rid of things like Alien surgery and entertainment. However, sometimes it'll help EXALT's research, as they use it too.

 

X-COM:Apocalypse had a similar mechanic, but there you were both buying and selling. There were the corporations that produced the items -- if you bought more items the prices would go up. However if you recovered items (and you were allowed to raid corporations/gangs in addition to fighting the aliens) and sold the items the prices would go down.

 

Since in XCOM you are only ever selling stuff on the grey market, would probably need a mechanic where prices would slowly rise over time, and would drop as you sold more. Part of the issue here is granularity -- many items even in vanilla XCOM :EU only sell for 1 or 2 cash, so adjusting these doesn't work all that well.

 

I like the idea of each grey market sale potentially helping EXALT. Could provide a bit of 'negative feedback' in that when the player is doing well (can sell off old unused equipment) it can help arm EXALT.
