Shale not showing up in Honnleath

As the title says shale is not showing up in Honnleath. like i get to the middle of the town and she is nowhere to be seen. i can still do the quest up until i need to talk to her. Ive played this game for years and never had this happen before.

the mods i have are

• Flash Creatures Rescale
• Skip Ostagar
• The Winter Forge
• Qwinn's Ultimate DAO Fixpack v3.52
• Full Combatant Dog
• Awakening in the OC
• Alley of Murders

I also like to point out on a character i made before the current one i was able to get shale just fine but now nope.
