Sounds like you didn't install the textures right. Are they in the right folder? I don't use Better Cities so I don't know how it works.

Open the textures folder of the BC mod in a window next to your

Oblivion game textures folder and compare the two - (you may have

to extract the BC again to a location of your choice to do this).

When you look at the texture files for BC you will discover just what they

are. Then you can look in the Oblivion game folders and see if you can find them.

When you find them you can move them to the correct folder according to the file structure

you see in the BC mod folders.

If you don't find the missing files in the Oblivion game then you can put the ones from the BC mod

into the appropriate folder in the game.

However, if the missing files have gone to the wrong place in the game then it is best to find them

as they may cause problems if left wherever they are.

I have no idea what dds files that mod uses as I do not have BC,

but I would guess that, judging by the small number of files you have

listed that they may be what you are missing. I see nothing that

would seem to be part of a trap door, but it is possible that the edging around

the trap doors use the roof edging texture.

If you have opened another copy of the mod, and the files you have listed

are not in the corresponding Oblivion folder, then those would be

the files that went missing - or were not installed the first time.

What I am having you do is perhaps the long way around, but is meant teach you

something of how mods are structured, and help in the future.

The quick way to resolve this at this point if BC has a whole lot of dds files is to

just drag and drop the whole texture folder from the mod into the corresponding

Oblivion folder. You will be prompted to overwrite - say OK.
