anjenthedog
An NPC does not have to be a follower to be a potential lover. (presuming you have the correct mods installed to provide that dialog vector, which one must presume in this case). All that is necessary is that you have been allowed to initiate a "romance" with the specific NPC (Not all NPCs are available for this dialogue in my experience), and that you have initiated and proceeded with the romance vector (I have something for you, it's not much.,..) Gorgopis
When we make NPC Followers as Mods, we usually set the relationship between the new NPC and the player to "lover." Or sometimes "ally." Why not? I'm guessing other Mod authors do the same.
anjenthedog
If you prefer a more "organic" method of acquiring "the affections" of NPCs, Flower Girls and Eager NPCs can be used together to "romance" many NPCs. At least the persistent ones (ie named NPCs and followers), Flower girls works by default with a targeted subgroup of NPCs, but Eager NPC interactions can apparently also trigger the Flower Girls romance initiation with "random" NPCs (afaik only named) dialog too.
