Blessings/afflictions descriptions

Whenever I come under the effect of a spell a little icon pops up to the upper right of the screen. Problem is, it's impossible to tell what the effect is from the icon alone. In Morrowind, the game would inform you of the effect when you dragged the cursor over the icon. Has this feature been completely removed from Oblivion? I'm using the Darnified UI mod, by the way.

In the spells tab, all the way to the right is an affects tab. This tells you where each effect is coming from, although some things, like birthsigns, don't always show there.
