Some systems will not run Oblivion no matter what you do. The oldblivion site is your best bet for finding a low resolution solution though. Remember, laptops were not designed to play games, especially older ones. They were designed for word processing and spreadsheets, with internet access thrown in as an afterthought for reading your email.

I am using several mods that optimize the performance. My system used to barely run it on low, now I can play on medium with acceptable FPS.

 

Here is the list of mods I am using:

 

Operation optimization

Quiet feet MAX

Purge Cell Buffers

Optimised distand land MAX

Wiseman's reduced textures part 1

Wiseman's reduced textures part 2

Wiseman's reduced textures part 3

there is one mod that I had a while back, not becuase I didnt meet the requirements but because i was playing with tons of companions, called pixelivion, it makes everything made with less polyies, but for me it took away oblivions unique look, but if all else fails use that, it boost FPS a ton.

Pixelivion removes all normal maps and dramatically downsizes nearly all textures, therefore making Oblivion look very ugly. I'm not sure how exactly Wiseman did it, but with his mod the game looks EXACTLY the same, but with huge FPS boost.
