Extra map layers wont run on Smapi

So ive been trying to install SVE and for that i need extra map layers but ive already tried every version of it and it wont work. Im using SMAPI 3.12.8 and SV 1.5.4 and tried every version of the mod and none of that worked, does anyone know a solution????
