Interrupted deployment
Symbolic links on your system can only be
created by an ascended process and your system is
denied/could not run promoted process without
no error message. Please check the
configuration of your system regarding the Control of
User Access or use a deployment method
different.

Are your games installed in C:/Programs? As I understand it, the User Access Control over that directory is a problem for modifying games. The modding community generally recommend installing games in a different directory like C:/Games instead. You might want to consult the Vortex Knowledgebase for more information as well.
