I thought it was the area in morrowind that was like Vivec and Balmora area. But then i looked at the map of Tamriel and the shape of Morrowind is different. Sorry, but im confused. In Arena, Vvardenfell, as a whole, was a volcanic wasteland, and there were only four or five settlements on the rock, the only two whose names you'd recognize are Balmora (translated to "Stonewood") and Ebonheart. Morrowind had to make some deviations from Arena's Vvardenfell so as to make The Elder Scrolls 3 a more playable game, to have the atmosphere of the island less generic, and more like that presented in A Pocket Guide to the Empire, and to emphasize the conflict between the region and Imperial rule.
